<transfer_dialing_on_other perm="PERMISSIONFLAGS">VALIDVALUE</transfer_dialing_on_other>
There is a transfer dial-screen. You get to it by pressing transfer during a connected call. Dialing a number here and then pressing OK or Transfer would normally blind transfer the previously active call to that entered number. This setting allows to instead do a normal outgoing call in that scenario when pressing the OK-key (set this setting to attended if you desire this alternative behavior).
